From Reinventing Newark:

The Grant USA Tower (1986) was to be the tallest building in the world at 1,750 Feet. It would occupy two entire city blocks on Broad Street, within one block of Newark City Hall, at the corner of Edison Place. The tower would provide 3 million square feet of office space, with a 500 room hotel at the 100th to 121st floors, making the tower also the tallest hotel in the world.

At the top of the Tower would be a 21-story atrium, with the letters "U.S.A." in gold leaf on top of the Tower facade. It would be crowned with an American eagle, and an observation deck with a green and gold facade symbolic of the Garden State of New Jersey. There would be two exterior elevators, allowing a spectacular panoramic view. It would also include ample parking.

The $750 million tower was proposed by entrepreneur Harry Grant, an Iraqi born in Baghdad, who had been living in Bergen County, northern New Jersey, for about 12 years. Before coming to the U.S., Grant had spent many years living in Israel and Canada.

Grant had agreed to contribute $30 million to the cost of construction if the Port Authority would extend the transit line being planned at the time, along Broad Street. This would connect the tower to the Newark Airport, Newark Pennsylvania Station, and New York City. The Grant USA Tower would provide enormous employment opportunities for the City of Newark.
